How to set up Windows Vista firewall? (not third party firewall.)

In Windows Vista OS, there is a Windows Security Center (WSC) - you can find WSC in the control panel, from which you can manage and set firewall options. You can also access Windows firewall from the Microsof Management Console (MMC).
From the Windows firewall applet, you can turn firewall on/off, decide which programs and ports to communcate with or to block.
